wait nvm, i think i figured it out. run cmd as an administrator and paste this
regsvr32 /u Comdlg32.ocx
and then when the first one is done paste this
regsvr32 /i Comdlg32.ocx
and when both of them are done close cmd and try to run the program
It didn't work for me
