I just kinda interpretted it as Nym-Foe not liking the delinquent (personally, I don't either) or giving her preferential treatment since she isn't a 'patient.
Oh, for sure Nym-Foe doesn't like the Delinquent, I was just putting out my idea for how to potentially make the Delinquent act a bit less unreasonably stubborn in that scene.
