I heard that too! But I actually haven’t had any issues updating the game. So it’s either:

the story was incorrect
-
that was the policy for a while in the immediate aftermath of the censorship crackdown, and Steam has since relaxed its scrutiny
or 3. it’s being applied on a case-by-case basis on games that get flagged as “pushing the limits”
