Some of the reasons people don't feel it's complete is that they expected some more art, the version numbering implies that it's in progress, and (up until now) there has been no clear mention of how complete the game was.
In the description and in multiple devlogs I refer to it as a full game with content from start to finish. I really think it must've either been a case of telephone.
