It's been a long time since I added the bar women. I believe you have to be wearing a skirt or dress for their first scene. Or are you completely unable to interact with them?
It's pretty much the only interaction limited like that, their first message is supposed to hint at it but it might not repeat if you try and talk to them a second time.
