My Windows is 10 and my system is a basic one: 8 GB of RAM and a GT610. The game starts on the screen with the game controls, but when I press enter, the game closes the screen. I apologize for sending so many messages (on Facebook), but this unexpected problem with the game has made me very interested in the game Carrtchulhu.
The game is optimized for DX9 so you may have to change that in Steam, the app or the OS itself. Change it up for different DX compatibility versions and see if it changes anything.
Perhaps also change the OS compatibility for the game in the game folder. It may take a bit of trial and error.
