There are a few possible solutions. The easist and most common one is completing the Sewer commission from the guild. I think you need around 125 reputation for it to appear in the guild.

To do that quest you need to do the first World Fragment Quest. After having enough progress you should get a emergency quest in the guild, that is the one that needs to be done first.
