You'll need a Commodore 64 emulator, and I recommend VICE as that's the one I use.
After running VICE, go to the File menu and select "Attach cartridge image...". That opens a file dialog. Select the downloaded Briley Witch Chronicles .crt file, and that should attach the cartridge image and run it. Then, enjoy the game!
