That game, along with some others that all pretty much have the same storyline (e.g. Project Sage and Arizona Unbridled) were from the same dev. Lustful Instinct should've become a remake of Primal Desires.
Those games all have different dev names. Rumor has it that it's all the same person, who starts those games, leaving them unfinished while collecting revenue via his Patreons. Although he was banned from some platforms over it, I have no way to either verify or falsify those claims.
If the claims are true, then he is rather dumb, really. For the games in their completed forms could have established him as an eroge VN-dev whilst generating much more income in the process. Unlike with many other devs, I feel that he has a good grasp of what makes erotica stand out from plain blunt pawn.
Alas, it's safe to say though, that Lustful Instincts and the ones mentioned won't be continued anymore.
