Search in the "Junk" shop from Slums. There are 4 types of pass, personaly i use the wrinkled but idk tbh if that alters the odds to enter.
Each time you try to enter, the correct pass is randomized. All 4 should have equal chances.
Alternatively, visit LinLin with any pass in your inventory, she will notice it and put you in touch with someone who can turn it into a Quality pass for a fee. Quality passes always work. If you have a high enough Nimble score you can copy a quality pass in your inventory at a tinkering table using a any lesser pass and an ink pen, but the minimum nimble to even try is pretty high and you still have a good chance of failing and destroying both the lesser pass and the pen
