While play testing I found that you should hover your mouse over a person, if they stop quickly move your mouse somewhere else so that they're not in range then move it back on them and see if you can catch them stop. Do this a two or three times to make sure. Also I just found myself finding them while just moving and I see someone stop as I get near them even when I wasn't paying much attention to that
Also, they are slightly faster than the normal speed but i don't think it's noticeable unless you have something to compare it against and the shy is just in the zone where you can see it but not make it stop
