not too sure but are you starting from the very top first? each perk needs to be unlocked sequentially in order marked by the lines between them if you click and hold for long enough it plays a fail sound if you can't unlock it yet.
thanks, I wasn't doing it right. I thought it was bottom up wasn't really paying attention to the lines. My mistake thanks for the reply.
