the instructions are a bit unclear and I’m still not sure what needs to be redacted/replaced, but otherwise I really like this.

Thanks for playing:). Yeah, it's a bit vague and I see how it can frustrate. In general you have to redact all numbers, dates and names. And replaced some "unsafe" words for propaganda. Like "police injured->police calmed".
I definitely have to make it more clear to player either through visual or proper instructions in the first document.
