Hi, this is an interesting concept, but I have to point out that the Rules document doesn't contain any information about how to generate the main "independent" stats. 


As well, the "Relativity" section starts with the phrase "Combat is verbal, not spatial." with no clarification of what this means. It seems the rules following this sentence depict combat situations very much "spatially".

The phrase "Combat is verbal, not spatial" is intended to summarize the relativity section. Maybe you'll understand better after reading the sample session, but no harm in explaining the connection here:
The phrase references how combat is not about distances, it is about states, about verbs, about statements.

If I say "I move towards the attacker", that is verbal combat, regardless of how far I am from said attacker, I am going to get there in this turn, precisely because distances don't matter mechanically. Unlike when I say "I move 2 meters towards the attacker", where space matters.
"The attacker was 3 meters away, you haven't reached him!" or "The atacker was just 1 meter away from you, you walked past him" are examples of spatial combat results.
