With Chloe you should use low value slut and fire cards to apply burn. Frost cards also help since they will give you extra turns to make use of burn damage. With Zoe you might use electric cards to avoid giving her regeneration and something like 3 of sluts to deal a lot of damage
You can try to use items from shop (superconductor is escpecially useful). Finishing all the current content and getting all earth cards is also helpful
