In Steam you'll have to go into settings and allow adult content. By default Steam doesn't show any 18+ games. But of course can also purchase here when it releases.
Unfortunately, yes, I have no idea why they're so silly about this and have a region lock on Steam... But luckily, I can buy everything here without any problems.
