It was canon that Baxter used to have a crush on Qiu! GBpatch once answered a question about Baxter on tumblr which I will copy and paste below.

"He definitely dated people, though never for long or seriously. Baxter had a first love. It was the same first love as approximately half of the child-aged population of Golden Grove, Qiu Lin. But it was an unrequited crush that was never confessed. And by the time of Baxter showing up in OL1 he’s not still holding on to a candle for Qiu and is very charmed by the people in Sunset Bird. "
So yeah it's been confirmed that Baxter used to have a crush on Qiu! Also, sorry not sorry for the long paragraph lol. You guys know how I get when it's about Baxter lol
