I don't think it's RNG, as Syn always appears on the 15th Proceed (or 75 gained max stam with the weighted sock) as I've met her 5 times before I bought everything she had in-store
I don't remember the exact math, but I'm pretty sure all events that happen during the runs are random to some extent, regardless it's easier to reply this way
