Hmmm if should open when you do the sam + clara quest line. and should stay open after it's done. But didn't actually test if an old save will make sure it's open. It SHOULD but let me know.
Ahhh okay... Yeah it is closed if you already did it. Even after I talked to them again the cafe stayed closed, but thanks for the reply; I was really questioning my gaming abilities xD
