If you know where the Djinns are, you can simply go back there, and the new scene should trigger. If you never met them, their magic lamp can be found in the oasis, next to Rahib.

When I tried it with your save, I saw the first scene, then I went to sleep and the second scene triggered when I returned to the djinns. On the plus side, this probably means you should be fine with the latest versions of the game, I can't imagine a locale issue affecting the game.
The only other thing you could try if the problem is still happening is to delete the "myproject" folder inside the game (that saves options independently of save files and it's theoretically possible it might have glitched and saved a variable value, maybe).
