I can't seem to get Victoria to appear, despite maxing out Donna. Is it possible to accidentally lock out/prevent that character from appearing (or others for that matter)?
to meet Victoria just click on the option "explore city" untill you find the woman dressed in a suit and surrounded by bodyguards that's Victoria ah and offer her a coupon you will be given the option.
