i managed to get the key, and saved in the forest area, but i still can't seem to find the smuggler, i have seen her before
She can randomly appear in Random Event Spots but that is luck based.
A more reliable way is to let her open her services in the shop. For that a certain achievment is required. One of the blue lock achievments.
