Have you considered a more open-world mode? I think this could work well without roads, instead you'd just place the finish line on the other end of a map and then it's up to each player to figure out a good path to it? More like regular golf.

It’ll take some core-loop changes, but it could fit beautifully with the upcoming procedural elements. I’ll definitely be trying it out soon.
