ah! once you meet the neighbors outside the apartment, you can head back to Hoss' room and get some sleep to move to the next day
Turns out I missed Brad woops, would've been nice if there's a clearer indicator xD
I'm stuck in that same place, and not finding this Brad. Seems like I've tapped on every person and went to every area I can reach.
