Dunno what's with this one but I had to fiddle around with compatibility options to even get it to open, I don't know which option did the trick, when I go back now and disable them to try to figure it out, turns out I can open the game just fine now??, if anyone else is reading this and is also struggling to run it, try to check "disable fullscreen optimizations", enabling compatibility mode for windows 7 and run as admin in the executable properties, one of those might work.
Also, I had a dongle for a controller connected which I had to disconnect bc it was somehow messing around with the inputs
