The pattern you're noticing there is that version number goes up by 1 a month, so 12 a year (not sure what the methodology is that you're getting 11, actually). The first non-zero number is just what we're using for development states, so 0.1 was pre-alpha, 0.2 was alpha, and 0.3 is beta. If we were doing Steam early access that'd be 0.4, but it's not clear if we'll get on Steam and either way we're not planning on early access, so the next major version will be 1.0.xx.x, not 0.4.xx.x.
