In the end, I would say they are transgender but never go “all the way” with transformation (equiv of top surgery only). They do embrace their nature and have a happily ever after as such.

You can be trans and not have any surgeries or transformations at all! I ask for what the authors think and what the characters would say, that's how I organize my collections. If you say the story contains a trans woman in a sexy situation, then I'm able to add it to the collection! If you don't, then it isn't added. It's as simple as that. 👍
