No DL link? Am I looking/clicking on the wrong location?

I went to the Melsonian Arts Council main page, looked at all entries, and found two different pages for Troika! This one and one that didn't have a price listed on the link. The pocket edition is on that other page:

Still a touch confused. Is the file not called "Troika In My Pocket", or is it the "quickstart" rules file?

It is called "Free Troika Quickstart Rules" on the page, but the file that downloads from that link is "Troika Pocket Final.pdf"
