It is called "Free Troika Quickstart Rules" on the page, but the file that downloads from that link is "Troika Pocket Final.pdf"

I went to the Melsonian Arts Council main page, looked at all entries, and found two different pages for Troika!  This one and one that didn't have a price listed on the link.  The pocket edition is on that other page:
