Small question, but if you spend Dedictation, are those Mastery abilities permanently unlocked, or are they only usable when you have a piece of equipment containing the mastery?
Yes, you unlock them forever, but you must still apply them to an item and therefore can only use them when you have that piece of equipment on you. Unless you tattoo them, of course.
