Since the upgrades are RNG, it is very much possible to just get an unfortunate run. I tried to fix it a bit by having the different upgrades appear with different chances, meaning you get stronger upgrades (like damage) more frequently, but still, if the algorithm doesn't feel kind, you won't get the goods. If you have a bit more time to spend on the jam, I recommend playing the game a few more times, so you might get a better run and a better experience.
