In the bar, during the first mission for the institute. There is this choice that says ( let me put on some bar clothes ) how do I unlock that?
There is a shop near the house run by a Cow Girl in the back alley area.

I think so. I just went looking, and I can't find it.
I found it! I think a random system is being used. Which would explain why it won't appear.
Go to the back room of the bar, and open the locker.
I already figured that out. You need to be working at the bar for awhile in order to get it.
