It could be. Did you start from the beginning of the game or jump to act 2?
I started at the beginning
There was a bug i fixed in v0.13 for this missing scroll when playing from the beginning, but tgis fix is not in v0.12
For now, try making a new game and jumping to act 2 and see if that fixes it.
