I might be missing something, but can anyone tell me how to use Puffkiss lipstick?

I also got this error when entering the area below the Lepin village.

It'll be fixed in today's patch! For the lipstick you should be able to just select it and use it on NPCs like the normal pump.

The problem is that I don't understand how to use the items from the hotbar at all, sorry

Ah, you can press "C" with an item selected from the hotbar (select it to the slot by hitting "Q"). There's a tutorial on it in game in the glossary!

Oh, thank you. As I understand it, I can't interact with all NPCs?

Yeah I had the same issue with that part of the map idk why still happening
