If you're overclocking your GPU this can cause that error i think, Or maybe you need to update your drivers/directx. Regardless that error is relating to your graphics card either being unable to support the game or being outdated/damaged. It is weird that your able to launch the game into the main menu though as usually that error would just appear when you launch the game. Maybe try using DXVK, i'm not entirely sure how it works but this was posted on another VOTV reddit with the same error as you.
"You could use -dx12 flag like that: create a shortcut and add -dx12 ("C:\..." -dx12) through properties. I still have an error on line 684, but I've heard new ARM processors shipped with better drivers, so it could help.
If you want to dive even deeper, you could use dxvk, just download latest version from github and place dxdi.dll, d3d10core.dll and d3d11.dll in game folder under VotV/Binaries/Win64 near large size exe - that should be done without -dx12 flag."
