How are the steps:
1. Bowl
2. Pho
3.Beef
?
But how do I serve the food? I can't pick them up.

Here is how to make Rare-beef Pho:
1: Bowl
2: Pho
3: RAW Beef
4: Green Onion
5: Broth
Similarly for Precooked-beef Pho, Pilotless Pho (No beef), Beef-balls Pho (only beef balls), Rare-beef-ball Pho (Raw beef and Beef balls), Onionless Pho (no green onion).
Broth always go last.
The food will automatically appear on your hand when you get all the orders right (both Pho and sidedish).
I think I write everything in the Notebook at the start of the game. Were the notes unclear for you?
