That is a plenty good enough card. If you've played before without issues, then I'd try restarting your PC. If that does nothing, see if your GPU drivers updated or something. The game hasn't been updated since its release, so it was nothing I changed on my end.
its an issue with how amd starts the games, the way i fixed it was i made a shortcut and edited its target in properties and added "--rendering-driver opengl3" basically allows amd (most the time) to not bug out
