I just searched for a couple of minutes on the dungeon map for this "labeled areas". I just realised you meant the areas mentioned on the labels of the valves. Maybe it's because I'm not a native speaker but in my opinion "labeled areas" in this case is wrong. The valves are labeled with names of areas.

Hi, yes! Those valves are labeled with names of particular areas of the city above ground and so closing off a valve would flood "the labeled area" with sewage. It was designed as a means of accessing the dungeon but with a narrative twist for further story after the dungeon. The wording was simply a means of saving space in an already jam packed layout. :D
