I just found VOTV in the list of apps that can track my location. I couldn't find anyone else talking about this. Is this some kind of lore thing or should I be worried?

Haven't heard any reports of something like this before. The most "tracking" used in-game is just your system time for some events, and that doesn't even mean anything because you can just change it to the right time and date to trigger them in-game.

It's meant as a survival tool, if you were suddenly lost in the wilderness with only a laptop that has the game and nothing else, you can boot it up to broadcast your location and an alien can come to where you are and laugh at your misfortune
