to pass a law, it must first go through the house of representatives, then to the senate. after being approved by both (which together make up congress) it goes back to the house and finally to the president who passes it. the executive order is something that will last for the presidency, but can be quickly removed by the next. both the executive order and the bill do the same thing in this case, which is to not allow banks to de-bank people or businesses because of non provable financial harm. this should help steam and itch with these censorship issues. sorr for the late reply and i hope this helps!
