When dev published this post (7 days ago), he said that in 3-4 days he'll have "bugbash build" ready which is an early access version of what he added into the game for subscribers only. This build came out yesterday (a little later, ik things happen, please try to understand) so when he'll fix bugs found by the subscribers and is satisfied with the state of the game, he'll release it to the public.

I know that it has been quite a long time since the last update, but that's just how it is, development takes time, it's nearly impossible to go w precise dates for when things will be, hence he's using estimates.

Btw, he actually provided a rough date when the public release will be, lemme cite his word: "Looking at the timing, I think the Public Release for 0.4.0.0 will likely be on the day that I get back", now a little earlier he said he's flying to Toronto 22nd - 26th October, so when you connect the dots, you'll end up with an actual estimated date of public release - around 26th of October
