For personal use, yes, you can use them as long as you credit (include "Graphics created by Penzilla Design" in your project somewhere, perhaps in a credits menu).
Asset makers aren't necessarily programmers, there's plenty of tutorials and discussions out there to help you out (YouTube, community forums, etc), both for Pygame or game dev in general
