Unfortunatly I cannot set all my packs as free. However, if you want to get my work at a great price monthly, you can sign up for my patreon (https://www.patreon.com/penzilla); after being signed up for a week you'll have access to all of the packages I release that month for only 5$.
It's not something I'm planning on currently. I'm always happy to take input from the comments on my project, but it's not always something that is applicable to a specifc project or my current schedule.

I usually edit my pixel art in photoshop; you can zoom in to see the pixels as they are, and then export to a larger size if you need to do so (remember to multiply by round numbers, and to have the enlargement set as "nearest neighbor"). I know that there are also several pixel art specific programs that other artists use.
