A lot of the buildings have unique interactions for causing trouble at the site, like the news station takeover, but you can't fully occupy a building for a prolonged period of time. You can stay for as long as you can hold off the police but there's a cap on how much benefit you get from committing crimes at a site so eventually you will want to leave just because continuing to stick around doesn't do anything more for you.
