Explore content was conceptualized as early game content designed to not only fill in the early content gaps, but also to begin introducing you to the world more directly. So this is why in v0.19 you see the PC learn about those smart glasses you see everywhere (and also establishes Nero's cult-like fanbase). It's designed to be played from beginning, and even tells you that things may not make sense if you start playing it after a certain point in the story (which you may have seen and forgot about a year ago)
