try exploring in the plains area, it should be in the direction of the bandits!
So i should just accept that im locked out of the quest then ig since last time i did have an interaction and the place is on the map and now it's gone for some reason (probably after i did the vurro questline (good part))
It should be available all the time as long as you get past the bandits and explore enough!
