Hmmm that pic seems stretched? Not sure if something happened but everything seems stretched in the picture you sent!
It's so strange! I re-imported the Tileset1 file -> applied paper 2D texture settings -> create tileset and that's what I get. 16x16 px, with 4x4 per tile spacing but it's not capturing the proper tile.
