i cant find the arnbinder. i found a latex suit and mask a pony shoes a blindfold and even a goo. and all the rest. but, where is a Armbinder?!?!?

One of the pillars near the blindfold are able to be walked on, even tho you should not be able to. I just jump from the railing to that, and then make a jump to the beams.Not sure if you can make sense of it, but that's how i did it.
