TBH i had the same theory when i first played it and the conversation with Ciel did kinda hint at it. (Tho i also this he could be the one doing all that stuff, what was at the start with the werewolf and all but idk could be someone else)
Like I thought it was the case due to her being so weird and quiet about it, as I said idk, but it will make the plot interesting
