what size character sprite do you think would work best with this?

the set should fit various size characters - these examples are 24x48 and 24x56, but I think a bit smaller or bigger could work too :)

Do you think 16x32 is too small?

it would depend on the style, but i think it could still look good with a 16x32 char :)
